Description: When a project doesn't have a {{<description>}} tag in it's {{pom.xml}}, the generated README.txt contains {noformat}
${project.description}
{noformat}... which isn't very nice :)

The {{README.txt.vm}} template already has a condition that was added as part of MAGNOLIA-1866, but it doesn't seem to be working (tried with Maven 3.2.3 and 2.2.1, same results)
