It's not possible to add tabs based on some criteria in paragraphs and @DialogFactory classes. This is only available on @DialogFactory methods in templates.
What's needed is some way to get access to the DialogBuilder and use it to add tabs.
This can be done with a callback either before or after blossom builds the dialog by calling its @TabFactory methods. Calling it afterwards has the extra benefit that it can remove and customize what has been added already.
If done afterwards it should be the very last step even after sorting of tabs are done according to the order in the @TabOrder annotation.
