See https://documentation.magnolia-cms.com/display/DOCS/Cleaning+activation+errors. It cannot do that. It can only clean "garbage" data that may have been left behind. If a workspace is "corrupt" then you must use repository inconsistency methods for that. See https://documentation.magnolia-cms.com/display/DOCS/Repository+inconsistency.
