Magnolia documentation on Variant resolving says: First matching variant wins. If two or more variants match the rules, Magnolia serves whatever variant is first under the parent page. This is important to understand when troubleshooting why your variant is not served. Is another matching variant in a higher position? Move your variant higher. While this is easy to do for page variants, it's difficult or impossible for component variants.
