This does not define the language it will use. The language is
defined by the request, session or application as before.
I think, that's a bug. For dialogs only the language specified in the
user preferences should be displayed.
Sorry for the lousy formulation. The user preference is stored in the
session, so this is used unless
nothing else is defined in the request. Every thing is still the same
way as before.
