the "logs" directory should be created automatically by log4j, check that you are using a log4j version >= 1.2.12, as specified in magnolia poms (the old 1.2.8 didn't create dirs). Are you trying with the standard magnolia webapp from svn? If so your error looks strange, since log4j should be ok... tmp folder should instead be created by magnolia at first use..
