Yes we have the policy that a commit SHOULD refer to a jira tasks.
But I think it is not a good idea to force that since there are
situation where you have to arrange yourself with the imperfection of
reality.
But I agree to the fact that things can be better discussed/solved by
having a jira tasks (in advance if possible).
