cmsu:table doesn't render empty cells

If one uses the sample Table paragraph and pastes in tabular data from Excel or
Word that has blank cells, those cells are not turned into TH or TD tags, which
result in inconsistent numbers of columns and messed up alignment in the HTML
version of the table.
Patch included for fix.
