Introduce configurable page naming rules

It would be nice if one could specify a class that would be used as a
naming/renaming rule when a user creates a page. (something similar with tree
configuration)
Right now, Magnolia replaces special charactes and spaces with "-', I believe
to insure internals work as expected.
The rule would be applied after the Magnolia page name check, raising a alert
message (which could also be specified in config) to the user.
For examples include:
- preventing authors from using numbers in page names (why? because xpath
queries have to be specially escaped if path part starts with number,....but
anyway...)
- requiring all page names to be lowecase.....
etc, etc
