Show Paragraph-Selector dialog even if paragraph-attribute of 'NewBar' is empty

- Create a Newbar with empty paragraph-attribute
- Reload the page, click on the "New" button
- You will get a "Status 500" error
Suggestion: Even if there is no paragraph, show an empty Paragraph-Selector
with a message like "Sorry, no paragraphs available" or so.
