Hello William,
did you try a maven build with:
        mvn -Dall=true -Pwith-optional-modules clean install

take a look at the build result (the console output) and ensure that the magnolia-webapp is the last artifact that the reactor processed. Only in that case the DMS module is included properly. In that case the Documents menu item should be installed automatically.
