Referenced Items don't get activated

If a data Item has references to other data-items within its dialog (using
DataUUIDButtonSet), they get stored localy but when trying to activate the item
this subnodes don't get published as well. ItemTypes = dataItemNode in the
activation command for the data modul don't seam to have any effect.
