Resolution: Not an issue
Use user list instead of jira t oask this kind of questions. See [1] for
details.
As for the problem itself, when you install magnolia you need two instances -
author and public. Activation of the content is copying content from author
instance to public instance. After initial installation, sample content is on
both instances, but since it was not published from author instance, author
doesn't know about content on public and shows it as not activated (red dot).
If deactivation fails for whatever reason you are still able to login into
public instance and delete content manually.
