Check out xemacs http://www.xemacs.org/, they have a Win95 port and it is
a very powerful development environment. Make sure to get all the "goodies"
(extra lisp modules).
If you have heard of emacs before and its C-f C-w -style shortcuts, don't
worry, you can get working with it without knowing all that stuff, xemacs
has got pretty clean menus for most operations.
