Jim, read the FAQ. Don't waste all of our time for things that have been
dealt with, documented etc.
In short, profiles are unique to their domain UNLESS you link them together
be specifying another domain. The RSP is irrelevant, since you can link
profiles from one RSP to another, etc etc.
Profiles are available as soon as the domain registration is authorized. In
the case of new registrations, this can be immediately (depending on a
configuration option in your setup) or can be upon your approval. For
transfers it happens once the domain transfer completes. Yes, we all think
that it sucks that the profile can't be reused for multiple transfers, but
that's what the bulk transfer option is for. Next.
