Check Transfer?

How can I use the "CHECK TRANSFER" function in the 2.2.1 API?

>From the OPS document, I need to pass:

        protocol => "XCP",
        action => "check",
        object => "transfer",
        cookie => "311231.121231",
        attributes => {
                domain => "www.foobar.com" ,
                affiliate_id => "1212133"
        }

But ... how can I set a cookie if the domain isn't yet on OpenSRS?
