I believe there was a couple of problems with Japanese SJIS problems (not
100% sure), but I *do* know that I was asked to place a newer client
codebase on the server (still the same name, newer stuff) to fix the
"Shift-JIS" problem.
You can get it here (I just did this yesterday morning...):

Subject: SJIS errors ?
Hello,
Has anyone found problems entering Japanese SJIS encoded domains ?
I get errors such as
Error: shift-jis: Forbidden Char: ff64
My encoding is correct and I am able to work with other
registrars but reg_system.cgi and RACE.cgi both bomb out.
Would it be trivial to add EUC support ?
Thanks,
