That is a feature of Internet Explorer.  It does not cache encrypted
(SSL) pages.  It may be possible to turn off the option: Tools:Internet
Options:Advanced:Security:(un check) "Do not save encrypted pages to disk"

I haven't tested to see if it actually works or not...
