ccTLD nameserver registration.

Hello one more time.

Guys, how can i add nameserver with name for
example ns.ukrname.com.ua to registry, so after
that i could use it for .com domains. Didn't found
any info nor on RIPE not on  NSI Registry sites.
Is there any form for that ?
