Does horizon now enforce IP restrictions?!
I thought horizon didn't have the same restrictions as the production server
where source IP addresses were concerned...

That could potentially be a firewall issue on your side. I have tried this
from several different IP sources (allowed and disallowed IPs,
specifically), and only those IPs explicitly set as "disallowed" would kick
me out. Here's the output I'd get:
