That's only true if you need to make the modules yourself.
Eric Longman has the pre-compiled modules, ready to be installed by PPM.

This is mentioned in the support FAQ, and greatly simplifies the whole
process.

Yes, I had to install VC++ in order to compile the CPAN modules. Just
getting nmake.exe did not work. However, since I've installed VC++, I've
been able to install all modules without any tweaking.
