There is a flag in OpenSRS.conf:
custom_nameservers => 0,
If you set this value to 1 (one), users will be able to place their own
nameservers. If it is set to 0 (zero), whatever nameservers you have
specified under your "Tech Contact Information" (at
http://resellers.opensrs.net or http://resellers-test.opensrs.net, depending
on LIVE or RITE environments) will be automatically placed in the domain
order :)
