nope, those are the still the root servers, old, new, current.
"Of old", they contained glue records for all the 2nd level domains
of gTLD zones, but now they only contain glue for the xTLD zones
(gTLD and ccTLD).

He's receiving "referrals" to root-servers.net in the absence what he
was asking for. This will happen when a recursive query is sent to a
DNS refusing to do a recursive query, ie only doing interative queries.
I suspect something is really screwed up, maybe even a poisoned
cache. Or maybe the ip he is querying from an ip that is excluded
from the ip's those NS's will perform recursion.
