You can blame bad database design on the part of NSI; there is no
requirement that there be a 1-to-1 mapping between IP addresses and
host names.  It is only an artifact of NSI's original stupidity.  In
fact, the current RFC process for inter-registrar protocol explicitly
allows both single IP to multiple names and single name to multiple
IP's, see:

for details.  I confirmed with the author of this draft that the
current limitation was NSI's and that they would be forced to
update their database when this RFC becomes the standard.
