Old manage.cgi?

About the manage.cgi that is at:
http://opus.tucows.com/cgi-bin/mdns/manage.cgi

(advertised as having the multi-domain DNS change feature)

Is that just an older version of manage.cgi or is it a custom/tweaked 
manage that someone at OpenSRS put up?  Is the cgi available for download 
somewhere? (or perhaps a patch?)
