If you use a tool like geektools or bwwhois, it will query CRSNIC (or appropriate for that TLD) and then do a recursive automatically
So you don't need a good server, you just need a smarter client (such as the ones listed above) I use this one and it works fantastically: http://freshmeat.net/projects/whois/ As for that other thing....
