This is correct.

I believe that this is correct as well - as far as I know you cannot set a
domain name to let_expire right at the time of registration. Most likely this is
because this feature was introduced to enable resellers to turn off the
messaging if the customer actually does not want the name anymore.

I can add this as a request to our product change process. The main reason for
having our messaging on by default is that we are obliged to notify the
registrant before actually deleting the domain name, as far as I know.
