Let's say you are trying to create multiple order items pointing to the same new contacts. You populate the contacts array with those new contacts and refer to them in the contact_set structure of each respected order item. The contacts get created once and all item will be associated with them, forcing you to put the contact info into each contact set would not allow you to re-use those newly created contacts.
