When I tested this once, I'm fairly sure that check_transfer didn't seem to force the registry check right then, but the RWI version did -- should check_transfer have forced the immediate registry check? Maybe something was wrong with my test.
We took a look at the code and you are correct. The reason is that the API command was mainly meant to check eligibility for a transfer.
The RWI functionality is meant to check (and possibly complete) a single transfer at a time. Normally we complete the transfers in a cronjob that runs during off-peak times.
