It may be that the IP you are connecting from hasn't been "registered" with OpenSRS. They maintain an ACL of all the IPs that resellers are allowed to connect from (to prevent a rogue user from imitating a reseller and connecting from somewhere else).

So, maybe when you "inherited" the system, you didn't register the new IP with OpenSRS?
