check_transfer status question

We are trying to figure out if a domain name is transferrable to us, 
using the "check_transfer" command.

Some domains, like PORTPERRYSTAR.COM, return the following attributes:
    [transferrable] => 0
    [reason] => Domain status doesn't allow for transfer
While others, like GOOGLE.COM, return:
    [transferrable] => 0
    [reason] => Domain status REGISTRAR-LOCK does not allow for transfer
As far as I can tell, the domain that returns the first attributes is 
also REGISTRAR-LOCKED, so I'm wondering why Tucows is providing a 
different message for it.
