yes and no. New is the helper program txt2zlib (compressed bytecode
generator) for building luatex, and it should have relied on the zlib
coming with luatex (directory source/libs/zlib), but obviously it
instead looks for a system provided zlib. Difficult to check from here
now, as i'm not using win.
