This will be the case if you access the URL directly and use the browser's builtin HTML video player. If you load the video within a <video src='...'> on a page it should send a byte range request of "0-". If your server responds with a 206 we know it then supports byte ranges. Almost all servers do this. thttpd is one server I've come across that doesn't I think. Amazon S3 also used to respond with a 200 but I believe they've fixed this. I doubt tomcat has this issue. It does sound like a combination of the live streaming behaviour and the greater than 2GB behaviour though. Are you able to try with a smaller file?
