It may be - I filed bug 901527 on something that sounds like this.
I hadn't checked 23 or 22 yet, but I did try calls to Chrome, and
strangely I heard no problems in either direction talking to chrome.
Please add any observations/data you have to that bug - we can always
split it out if it later turns out to be a separate issue.
Also, if there is any way we can reproduce your problem please include
it there (or if private, please let me know by email). We're working on
audio latency and quality issues right now. See
