Dear Chris:
I think this is a omx plugin but not for webrtc external codec. Register
a external codec must be use the
RegisterExternalReceiveCodec/RegisterExternalSendCodec fuc, but I can
not find it in the mozilla-central latest code.

I'm not sure exactly what you are looking for but the existing usage
of OMX for video decoding and playback is in media/omx-plugin.
