This patch may be what you need - https://bugzilla.mozilla.org/show_bug.cgi?id=844071 It landed in Firefox 26 so it is in Aurora and Nightly. Before version 26, Firefox ignores a=setup lines and assumes that the offerer is always passive and the answerer is always active. Please try your test again with Aurora or Nightly. If that works you may have luck with FF24 again by changing your INVITE to a=setup:passive.
