If you go to http://chatphrase.com in Firefox, enter a phrase, go to http://chatphrase.com in another tab, and enter the same phrase, the connection silently fails on one end (the IceConnectionState goes to "connected" but the video doesn't appear) and visibly fails on the other (the IceConnectionState never goes to "connected", and after five seconds the watchdog timer I've implemented to handle this kind of problem goes off).
The warning "Unhandled state type: 1" appears in the console, but https://groups.google.com/forum/#!topic/mozilla.dev.media/W3_dOXyEBBc seems to suggest this warning is a bug that should be ignored.
