USE_SIMD is some leftover from the original kissfft that was heavily
modified. It allowed to use SIMD to compute *multiple* FFTs at the
same time, which is not what Opus does. I suspect that defining
USE_SIMD on the current code would either do nothing or cause a
compile error. Bottom line is do not define it and the remaining
references to it should probably be deleted.
