They should be, as we've been doing calls from Firefox OS devices (i.e.
Android base), using hardware encoders, to desktop Firefox.

That said, hardware encoders tend to have numerous bugs and spec
violations, and we've had to work around some device by device (for
Firefox OS). You'll also have to force restricted baseline profile.

You probably want to investigate if the H264 stream out of the HW
encoder is "correct" and correctly configured.
