Firefox does not support things like offerToReceiveVideo on
createAnswer (if it did, you would see a=inactive in the case you
describe). I think you could munge the SDP to be a=inactive though. I
doubt we will end up implementing these things in createAnswer, since
they've been removed entirely from the editor's draft.
