The ICE TCP pref which you set has nothing to do with TURN TCP via HTTP 
proxies. For ICE TCP the same restriction applies: it does not work yet with 
e10s turned on. That is actively being worked on.

Firefox supports TURN TCP through a HTTP proxy. But we don’t support proxy 
authentication.
