According to this issue REMB isn't supported:

and TMMBR is disabled

Others claim that Firefox support REMB and the janus demo is able to cap the 
video bandwidth when Firefox is both the sender and receiver:

I wasn't able to activate REMB in Firefox.
When the server send back "a=rtcp-fb:100 goog-remb" Firefox ignores it and 
about:webrtc doesn't show it.
Firefox ignores the server REMB packets and publish a video stream in fixed 
bitrate.

Is REMB supported by Firefox as a publisher/receiver?
How can I enable REMB in Firefox?
Is there another mechanism of congestion control that Firefox use?
