Yes, as of today's Nightly [1] you no longer need to modify that config
for screen sharing to work.
That said, the config is still there, as a no-op, and I don't know why
you wouldn't be able to alter it. Are you observing that it's not being
updated by observing it in about:config or through functionality?
If this is a regression, you could try using mozregression [2] to narrow
down a regression range of when this broke, and include it in a bug
report, that would be helpful.
