We are testing FF/Simulcast with our SFU, expecting FF to send RTP packets
corresponding to all the RIDs negotiated in SDP offer answer. But we observe FF
sends only one stream RTP packets instead of all three.

We expect client to send all three (720, 360,180) streams. But when we checked
the RTP extension header, all the packets are corresponding to rid 180.
Please correct me if we are doing anything wrong here.
