Hey guys,
Couple of things here. We removed the "Package Manager" because we felt that Synaptic does good job with the controlling the apt repositories. You can configure what repositories are being used by opening Synaptic: "K"->"System"->"Synaptic Package Manager". Then click on "Settings"->"Repositories". You can configure the repositories there. In making e packages in the apt cache. We will fix this and get athat change from the MEPIS OS Center to Synaptic we forgot about the option that allows you to remove or keep thn option back into the MEPIS OS Center. In the interim. You can fix your problem by opening the file: /etc/default/mepis and changing the line:

EMPTY_CACHE=yes

to

EMPTY_CACHE=no

Hope this helps. If people have questions in the forums about this please feel free to let them know why the "Package Manager" is missing out of SimplyMEPIS 3.3 and to find the functionality they are looking for in Synaptic.

Matt
