It doesn't work the same way because AV vendors have no control over what apps the OS is letting run, but if it did, it would cause the same problems. Quick bugzilla search:

I haven't looked at the bugs, but they are a small sample of a large set of bugs, and it's just a fact that we (just like other legitimate software developers) occasionally get flagged by various anti-virus/malware software.
