It doesn't have a horizontal scrollbar but it does scroll horizontally.

This is interesting case. This is not what we're looking for, but this is a case of web developers trying to fix the issue by themselves. I.e., they must be thinking that horizontal scroll isn't useful even if the block direction is completely horizontal.
