We plan to unship DOMError in Firefox 69.

This type has been removed from all specs and our code; the only way to get one is to construct one explicitly from JS. The constructor telemetry at https://telemetry.mozilla.org/new-pipeline/dist.html#!cumulative=0&end_date=2019-06-07&include_spill=0&keys=__none__!__none__!__none__&max_channel_version=beta%252F67&measure=USE_COUNTER2_DOMERRORCONSTRUCTOR_PAGE&min_channel_version=null&processType=*&product=Firefox&sanitize=1&sort_by_value=0&sort_keys=submissions&start_date=2019-03-27&table=0&trim=1&use_submission_date=0 shows it's used on something like 0.0002% of pageloads.

Safari has already dropped support for DOMError, per https://wpt.fyi/results/dom/historical.html?label=master&label=experimental
