You can create new review groups by filing a bug
under Phabricator :: Administration, like this:
https://bugzilla.mozilla.org/show_bug.cgi?id=1545155
Once created, you can add and remove members of the group yourself.
You must also add a “hash tag” that identifies it in commit messages.
