As far as I can tell, SeaMonkey 2.23 is based on Gecko 26, so yes it should be available and enabled by default. about:config -> security.ssl.enable_ocsp_stapling set to true would be a good indication that it's on. If you want to double-check, sites like twitter, tumblr, and soundcloud do OCSP stapling for some of their resources (run wireshark, filter on ssl.handshake.cert_status).
